As the DILG continuously endeavors to bring the government closer to the people to attain inclusive and sustainable peace, this year’s very first “Serbisyo Caravan” in Eastern Visayas Region was conducted in Brgy. Hitapian, Catubig, Northern Samar on January 13, 2021.
Key officials and representatives of national government agencies journeyed for about three hours, riding on a boat and habal-habal and walking along a dike to reach the far-flung barangay.
The DILG, together with the local government unit (LGU), the Office of the Civil Defense (OCD), and the Philippine National Police (PNP) led the activity which benefited 276 household-beneficiaries (397 families) who received hygiene kits, face masks, and food packs. A raffle draw was also held wherein mountain bikes and android tablets were awarded to the winners.
Government services were offered during the activity such as registration of crops and animals courtesy of the Department of Agriculture (DA) and registration of live birth through the local Civil Registrar’s Office, respectively. The Rural Health Unit (RHU) also held a free medical check-up and distributed free medicines, vitamins, and hygiene kits.
Members of the PNP and Philippine Army (PA) were present to secure the safety of the participants during the caravan. Lt. Col. Juan Gullem, commander of the 20th Infantry Battalion held a security briefing before they traversed.
DILG-8 Regional Director (RD) Karl Caesar R. Rimando said that despite the long hours traveled to reach Hitapian, what was important for him was that they were able to arrive at their destination and deliver services to the barangay and the beneficiaries.
Also present in the activity to show their support were OCD-8 RD Lord Byron P. Torrecarion, PRO-8 Regional Director P/BGen Rolando De Jesus, OCD-8 Assistant RD (ARD) Rey Gozon, National Intelligence Coordinating Agency (NICA)-8 ARD Joshua Garcio, DILG Northern Samar PD Danilo P. Laguitan, PNP Northern Samar PCol. Arnel J. Apod, Presidential Adviser for Eastern Visayas Marjorie Jaranilla, Board Member Fawa Batula, Catubig Mayor Galahad O. Vicencio, Sangguniang Barangay Members, the Punong Barangay, Municipal Local Government Operations Officers, and representatives of the Bureau of Fire Protection (BFP), Department of Trade and Industry (DTI), Department of Social Welfare and Development (DSWD), and Philippine Drug Enforcement Agency (PDEA).
The Serbisyo Caravan is part of the Retooled Community Support Program – an umbrella program under the Executive Order No. 70 institutionalizing the whole-of-nation approach to end local armed conflict in the country (ELCAC). This program aims to integrate government programs and efforts by actively engaging the involvement of the sectors and communities in the farthest barangays in the region.
