Western Visayas’ most outstanding Barangay Tanods and Lupong Tagapamayapa were awarded for their invaluable contribution as agents of peace and order at the barangay level during the kick off activity for the 27th Local Government Code Celebration, the “Anti-Illegal Drugs, Criminality and Violent Extremism Forum and Awarding of the 2018 Search for the Outstanding Barangay Tanod and Lupong Tagapamayapa Incentives Awards” recently at the Iloilo Convention Center.
For the past ten (10) years, DILG Region VI and the Regional Management Coordinating Committee (RMCC) has institutionalized the Search for the Outstanding Barangay Tanod and continues to recognize volunteer peace keepers through the search.
The RMCC, chaired by DILG and composed of the National Police Commission (NAPOLCOM), Bureau of Jail Management and Penology (BJMP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Philippine Public Safety College (PPSC), and the Local Government Sector, assessed the Barangay Tanod nominees during the on-site evaluation conducted earlier this year. The criteria include the legal basis for the organization of the barangay tanod, organizational and functional structure, logistical and financial support, trainings, support facilities and equipment, as well as accomplishments and best practices.
Cherry C. Dairo, Barangay Tanod of Poblacion Ilawod, Passi City, Iloilo was hailed as the regional champion, followed by Pio Aldrean Martinez of Rizal, San Carlos City, Negros Occidental and Rico Galve of Salvacion, Buenavista, Guimaras as 2nd runner-up in the individual category.
In the Outstanding Group Tanod city category, tanods of Brgy. Banica, Roxas City were declared as champions, Brgy. Buluangan, San Carlos City, Negros Occidental as 1st runner-up and Brgy. Singcang, Bacolod City as 2nd-runner up.
The award for the Most Outstanding Barangay Tanod in the municipalities group category was bagged by Brgy. Salvacion, Buenavista Guimaras. For three consecutive years, Brgy. Salvacion, Buenavista, Guimaras has been the Regional Champion in the same category. Thus, declaring them as Hall of Fame awardees. Barangay Lalab, Batan, Aklan was awarded as the 1st runner up, followed by Brgy. Poblacion, San Rafael, Iloilo as 2nd runner-up.
On the other hand, the best performing Lupong Tagapamaya across the region were also recognized thru the Lupong Tagapamayapa Incentives Awards. LTIA was established in 1997 by virtue of EO 394 series of 2007 as a means to institutionalize a system of granting economic benefits and other incentives to the Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots level.
Barangay Igbonglo, San Jose de Buenavista was unveiled as the regional winner in the 1st-3rd class municipality category while, Barangay Lanag Sur, Tubungan, Iloilo was named as the champion in the 4th-6th class municipality category. Barangay Milibili Roxas City, Capiz won as the regional champion in the Component Cities category while Barangay Calumpang, Molo, Iloilo City was recognized as the best among all the barangays in the Highly Urbanized Cities category.
The performance and accomplishments of the Lupons were evaluated by the Regional Lupong Tagapamayapa Awards Committee based on their (1) Efficiency of Operations, (2) Effectiveness in Securing Katarungang Pambarangay objectives, and (3) Creativity and Resourcefulness of Mediators. The said committee is composed of the DILG, Department of Justice represented by the Office of the Regional State Prosecutor, the Supreme Court represented by the Regional Trial Court, the Regional Peace and Order Council, Office of the Regional Prosecutor, Regional Liga ng mga Barangay sa Pilipinas, Iloilo Caucus Development NGOs (iCODE), and Western Visayas Network of NGOs as our Civil Society Organization Partners.
Accompanying the winners in receiving their plaque, congratulatory tarpaulin and cash prizes were their respective Punong Barangays, Mayors, MLGOOs and DILG Provincial Directors. The award line was composed by DILG RD. Anthony Nuyda, USEC Martin Dino, Undersecretary for Barangay Affairs and members of the Regional Lupong Tagapamayapa Awards Committee and RMCC.
Truly, the Barangay Tanods and the Lupons’ unwavering concern for the community deserves to be recognized and honored through this search. DILG RD Nuyda expressed his hopes for all barangays in Western Visayas to replicate barangay winners’ strengthening of Barangay Tanod and Lupong Tagapamayapa peace-keeping efforts.
