ILOILO CITY - Views have been raised on the existence of Sangguniang Kabataan such as to institute reforms to the structure and delivery systems or to abolish the SK. These issues brought the Department of the Interior and Local Government to spearhead a public consultation to obtain opinions and generate consensus.
The public consultation held on August 23, 2013 at the Iloilo Grand Hotel were participated by representatives from youth organizations/associations; leagues of the Local Government Units; national government agencies and the academe; non-government and civil society organizations; and league of Sangguniang Secretaries and Local Planners.
Group discussions were conducted per sector to elicit sector-specific views and out of that, a broadly-based consensus on the issues were generated to serve as the region’s specific position on SK.
A decision has to be made on the fate of SK. Regional Director Evelyn Trompeta presented the pros and cons on the proposed abolition of SK to the participants.
During the group discussion the topic was on whether or not the SK is effective as a mechanism for promoting youth leadership and engagement. The answer leads to the next discussion which is to support or non-support to reform or abolish the SK and to postpone or push through with the election on October 28, 2013.
The consultation arrived at a consensus that the SK is not an effective mechanism for promoting youth leadership and engagement. On the other hand, the outcome of the discussions on the second issue showed that the participants are supporting for the reform of the SK.
Hence, Region 6 stand is that the SK is not an effective mechanism for promoting youth leadership and engagement and calls for reform of the system. ###
