R2 BNEO for GREAT Barangays kicks off in Saguday, Quirino

The Department of the Interior and Local Government (DILG) Saguday Field Office, in partnership with the Liga ng mga Barangay Saguday Chapter and the Local Government Unit of Saguday, is the first in Region 02 to conduct a three-day Basic Orientation for the Barangay Newly Elected Officials towards Grassroots Renewal and Empowerment for Accountable and Transparent Barangays Program or BNEO towards GREAT Barangays Program on July 29-31, 2018 at the ALERT Center, Saguday, Quirino.

In her message, DILG Quirino Provincial Director Salvacion Z. Baccay congratulated the participants for being the first set of barangay officials in the Province of Quirino to attend the Basic Orientation for the BNEO. She emphasized in her message that it is essential for government officials to serve with utmost commitment and sincerity.

On the other hand, Municipal Mayor Marcelina M. Pagbilao encouraged the barangay officials to be active partners in local development. She explained that this training will give them the right direction in their barangay governance and development efforts. She added that commitment and passion to serve amplifies local development.

The activity, managed by Municipal Local Government Operations Officer Baldovino Baldwin M. Valdez, was conducted to lay the foundation for the Barangay Newly Elected Officials wherein basics of local governance is the main focus. It highlighted the mandates and functions of barangay officials in providing basic services that are in line with national government programs.

Topics that were discussed are Overview on the Local Government Code of 1991, Special Bodies and Barangay Based Institutions, Code of Conduct and Ethical Standards of Public Officials and Employees, Roles, Functions and Responsibilities of Barangay Officials, Barangay Legislation, Barangay Development Planning, Barangay Finance Administration, Barangay Budgeting, Procurement, Disbursement Process, Barangay Auditing and National Program Thrusts.

MLGOOs from other DILG Field Offices to include technical personnel from DILG Quirino Provincial Office served as Resource Speakers. Also invited to discuss before the participants are personnel from the Commission on Audit (COA).

Participants to the activity were nine Punong Barangays, sixty one (61) Sangguniang Barangay Members, eight (8) SK Chairpersons, seven (7) Indigenous Peoples Mandatory Representatives, nine (9) Barangay Secretaries and nine (9) Barangay Treasurers.

Barangay Agenda for Governance and Development (BAGAD) was formulated by each of the participating barangays during the last day of the activity to sum up their learnings.
