More than 500 stakeholders attended the recently concluded Open Government and Participatory Governance town hall meeting at the Social Hall of the Cebu Provincial Capitol, Cebu City, according to the DILG 7 Regional Field Office.
DILG-7 Director Leocadio Trovela said that based on the successful Dagyaw implementation, the Department is now pushing for localized dialogues with stakeholders at the grassroots level to provide an avenue for pitching their concerns and feedback directly to the local government officials.
“We accept the challenge. We will work together with the concerned agencies to localize this Dagyaw dialogue,” Trovela said in response to a query from a participant during an open forum on the possible replication of Dagyaw concept at the local government level.
The term “Dagyaw” is a Hiligaynon term for “Bayanihan,” which reflects the concept of “togetherness,” bringing different stakeholders together. It serves as a venue to promote and disseminate information on the open government and participatory governance initiatives of the Duterte administration.
During his welcome remarks, Trovela said he and the Dagyaw organizers were fortunate to have the town hall meeting hosted by Cebu, which is known for its “unique brand of hospitality.”
“A welcoming atmosphere that has defined this event aptly invigorates the delegates to the enriching conversation lined up this morning… We hope that our town hall meeting in Cebu would be a virtual explosion of positive stories,” Trovela said.
Said regional town hall event was attended by representatives from local governments, civil society groups, business organizations, academe, and other people's organizations.
Present during the Cebu town hall event were Presidential Communications Operations Office (PCOO) Secretary Martin Andanar Defense Undersecretary Cesar Yano, Trade Regional Director Asteria Caberte, and Tourism Assistant Secretary Roberto Alabado III.
Trovella said the Department will coordinate with its partners to map out the plans for the localized Dagyaw dialogues. Once realized, Central Visayas would be the first to localize Dagyaw.
The Central Visayas regional Dagyaw event was organized by the DILG, PCOO, Department of Budget and Management, and Philippine Information Agency.
