DILG Region 2 connects,converges,and convenes with development partners

Tuguegarao City- The Department of the Interior and Local Government Regional Office 2 (DILG RO 2) operationalizes its new banner and strategy, #R2GETHER, which stands for Region 2 Guarantees Every Task is Harmoniously done with Excellent Result through the conduct of a three-in-one activity dubbed as “Connect, Converge, Convene” at Villa Blanca Hotel, Tuguegarao City on June 03, 2016.


The gathering highlighted the connection of the roles of development partners in delivering technical assistance for the five outcome areas of the DILG: (1) Accountable, Transparent and Effective Local Governance; (2) Business-Friendly and Competitive local government units (LGUs); (3) Socially Protective and Safe LGUs; (4) Environment Protective, Climate Change Adaptive and Disaster Resilient LGUs; and (5) Strengthened Internal Organizational Capacity.

Representatives from 29 government offices and Local Resource Institutes (LRIs) in the region participated in the event to connect with the mandate of the DILG as the primary catalyst of excellence in local governance.

The development partners under the five outcome areas comprise the Multi-Stakeholder Advisory Committee (MSAC) of the DILG RO 2 - Local Governance Regional Resource Center (LGRRC).

The LGRRC 2-MSAC is chaired by DILG Regional Director John M. Castaneda, CESO III.


The partnership of the DILG RO 2 with development advocacy groups, via LGRRC 2, was formalized through a Memorandum of Agreement (MOA) signing.

The MOA emphasized the role of the members to promote a culture of knowledge-sharing and learning within the region.

Another MOA was signed between and among the LRIs and DILG RO 2 to implement Citizen Satisfaction Index System (CSIS), one of the major programs of the DILG.

Under the CSIS program, LRIs will conduct survey and measure clienteles’ satisfaction with regard to the services delivered by the LGU.

The outputs of the LRIs will assist the target LGU in sustaining strengths and developing appropriate interventions for identified service delivery weaknesses.

For this year, Isabela State University-Echague campus for San Mateo, Isabela and Nueva Vizcaya State University for Solano, Nueva Vizcaya are the identified LRIs that are in partnership with the DILG RO2 in implementing CSIS.


On the same day, the first Disaster Preparedness Cluster Meeting was also held to launch Listong Pamayanan and Listong Pamilyang Pilipino components of the Operation Listo program of the department as the Vice-Chairperson for Disaster Preparedness of the National Disaster Risk Reduction and Management Council (NDRRMC).

DILG Regional Director Castaneda stressed to development partners the need for convergence in the development of policies and strategies to maximize resources and improve performance in implementing programs, projects and activities, which he called “the whole of government approach”.
