The Department of the Interior and Local Government Region 02 (DILG R02), in partnership with the Provincial Government of Isabela (PGI) conducted a Federalism Roadshow on October 26-27, 2018 in Cauayan City, Isabela.
Activities conducted during the two-day activity include Radio Guesting by the members of the Consultative Committee (ConCom) for Federal Constitution, Media Forum, Townhall Meeting and Federalism Convention/Rally.
“This roadshow is a way of giving information to the region and we have invited the crafters of the proposed Federal form of government for them to personally discuss the aspects of the new form of government”, said Jonathan Paul M. Leusen, Jr., CESO IV, DILG Region 02 Regional Director.
Local Chief Executives (LCEs), local government officials and functionaries, partners from Academe, local media practitioners, Sangguniang Kabataan Presidents, youth organizations, Civil Society Organization (CSO) and Non-Government Organization (NGO) representatives and development partners from National Government Agencies (NGA) participated in the different activities.
One of the highlights of the endeavor is the presentation of the draft amendments in the 1987 Philippine Constitution by the members of the ConCom namely Fr. Ranhilio C. Aquino, Atty. Laurence Wacnang, Atty. Susan Ordinario, Atty. Virgilio Bautista and Prof. Daniel de Torres.
The undertaking gave the participants a platform to air their concerns on the proposed shift of government form.
“This is an opportunity for us to know the wisdom of the proposed amendments in the Constitution. Then, spread the news”, said Hon. Bernard Faustino M. Dy, Cauayan City, Isabela Mayor.
During the last day of the roadshow, 1,866 participants attended the Federalism Convention/Rally. Different sectors expressed their support on the proposed Federal Constitution.
“Ang mga benepisyong narinig namin dito ay aming ibabahagi sa aming Probinsya”, said Hon. Maila Ting-Que, President of Philippine Councilors’ League – Cagayan Chapter.
“Mabibigyan nang agarang solusyon ang mga problema ng bawat rehiyon. Sa paglobo ng populasyon, kinakailangan naming ng farm utilization, subalit mabagal ang pagbigay nang suporta sa kasalukuyan sa dami ng proseso. Naninila kami na Malaki ang maitutulong ng Pederalismo”, said Mr. Simeon Taruc, Regional Chairperson of Small Water Irrigation System Association.
The activity concluded through a signing of “Manifesto of Support” which showed the support of the participants on Federalism.
Meanwhile, the DILG, as directed by the President to spearhead the campaign on Federalism, continues to conduct advocacy and education campaigns on the shift to Federal form of government.
