ILOILO CITY - Public governance is increasingly getting complicated and the expectations of the people from their local government service delivery are generally more than what the newly elected municipal and provincial officials can possibly deliver. In order to cope with the demands and expectations of the public, the Department of the Interior and Local Government Office in Guimaras Province conducted a Local Legislation for Development Training for the Sangguniang Bayan Members and Secretaries on February 5-7, 2014 at the Centennial Resort Hotel and Convention Center, Iloilo City.
The three-day activity gathered participants from the municipalities of the Province of Guimaras composed of the Vice Mayor, eight Sangguniang Bayan Members, Liga President, SB Secretary, Municipal Local Government Operations Officers and DILG Provincial Staff.
On the first day of the training, Nelly L. Rentoy, President of the Provincial Councilors League delivered a message encouraging the newly minted and re-elected members to help each other in order to have a harmonious working relationship. It was followed then with discussions of three topics such as The Concept of Development and Local Legislation discussed by Corazon F. Paguntalan, Local Government Operations Officer of the Municipality of San Lorenzo, Guimaras; Codal Provisions Affecting Local Legislation discussed by a local legislation specialist and a former Local Government Operations Officer Gloria Alfeche and aside from legislation topics, Ms. Ely Lazaro discussed also social graces focused on the general behavior and attitude that may help improve rendering services to the public.
On the second day Governor Samuel T. Gumarin of the Province of Guimaras was able to come to the activity and gave a short message. He stressed on the problems that need to be addressed in line with the anticipated economic development of the Province of Guimaras as Agri-Tourism Capital in Region 6.
“The province should be properly and uniquely packaged in order to attract tourists and visitors,” said Gov. Gumarin. “This activity will push the legislative body into becoming more effective and conscientious in their duty.” Gov. Gumarin added.
Atty. Ferdinand L. Panes, City Director, DILG Iloilo City was the resource speaker on the second day on the topic, Issues and Concerns Affecting Local Legislation.
The last day of the activity was a discussion of topics related to legal and to Executive and Legislative Agenda (ELA) by Atty. Cedric S. Jaranilla and LGOO VI Alan Alvidera, respectively.
In closing, the participants were made to evaluate the conduct of the activity and eighty percent gave an over-all rating of Very Satisfactory. Their impressions were mostly positive and one of the participants quoted that the training is a key in making government officials more effective in doing duties and responsibilities for the progress of their respective municipalities./RIO Christine S.
