DILG-Caraga, Rosario local gov't conduct workshop to realign 2020-2022 LPOPS Plan

The local government unit (LGU) of Rosario, Agusan del Sur, in partnership with the field office of the DILG in this town, conducted a workshop to realign and update its Local Peace and Order and Public Safety (LPOPS) Plan on July 21-22, 2020.

LPOPS is a three-year, term-based plan which shall be incorporated in the Comprehensive Development Plan (CDP) of the LGU.

Through the Municipal Peace and Order Council (MPOC), headed by Rosario Mayor Jupiter C. Abulog, the said LPOPS Plan Updating was conducted to reprogram the remaining 2020 LPOPS fund and make some adjustments on the 2021 and 2022 programs, projects, services and activities (PPSAs) of the Plan.

The 2020-2022 LPOPS Plan of Rosario LGU was formulated in 2019 but during an assessment conducted by the MPOC on July 13, 2020, LPOPS accomplishment for the first semester of 2020 was only at 19%. This was primarily because PPSAs’ implementation was affected by the COVID-19 pandemic.

Abulog emphasized the need to realign the unspent budget to fund the most urgent and relevant peace and order and public safety PPSAs.

According to the Commission on Audit (COA), Department of Budget and Management (DBM), DILG, Governance Commission for government-owned and controlled corporations (GOCCs), and Department of National Defense (DND) Joint Memorandum Circular No. 2015-01, peace and order program of the LPOPS Plan shall be the basis in computing the ceiling or allowable amount of the Confidential Fund allocation.

Municipal Local Government Operations Officer (MLGOO) Rena L. Naguita presented the overview of the activity and provided inputs on LPOPS Updating. The MPOC Secretariat consolidated the outputs for approval by the MPOC.

Other functionaries in attendance were the Municipal Administrator, Chief of Police-Philippine National Police (PNP), Battalion Commander-Armed Forces of the Philippines (AFP), MFM-Bureau of Fire Protection (BFP), Municipal Environment and National Resources Officer (MENRO), Municipal Social Welfare and Development Office (MSWDO), Department of Education District Supervisors, Department of Health representative, and Municipal Agrarian Reform Officer (MARPO).
