The national government’s Enhanced Comprehensive Local Integration Program (E-CLIP) has provided financial aid amounting to P15 million to 63 former rebels (FRs) and 124 mass supporters of the CPP/NPA/NDF in the region on August 4, 2020.
“A total of 63 FRs and 124 Militia ng Bayan are given financial assistance under the E-CLIP program which is in line with President Rodrigo Duterte’s advocacy in reintegrating FRs back to society, and help improves their living conditions,” said Local Government Operations Officer (LGOO) IV Trisha Marie A. Dogup, E-CLIP Focal Person of DILG- Cordillera Administrative Region (CAR) in a teleconference on Tuesday.
With the P15 million financial assistance given, P2.7 million were immediate assistance; P2.7 million were livelihood assistance; P6.4 million were firearms remuneration; and P3.2 million for reintegration assistance.
Dosgup said that the government’s commitment to deliver E-CLIP benefits will never falter, even in the advent of a health crisis. She said that the reintegration of the FRs in mainstream society will be monitored by the government, particularly their safety as well as those of their families.
She also extended the invitation for other rebels still in the mountains to come down and avail of the re-integration program of the government.
The DILG, as implementing agency of E-CLIP, entitles a n FR to receive immediate assistance amounting to P15,000; livelihood assistance amounting to P50,000; and firearms remuneration, that is double the cost valuation of turned-in firearms.
Other assistance such as PhilHealth enrollment; registration to government entities; healing and reconciliation initiatives; shelter; legal; medical; and employment assistance may be provided by partner agencies.
Reintegration assistance of P21,000 is also provided to the processing or receiving unit/s for the subsistence or meal cost of FRs who have been placed under the protection of government troops while processing their other benefits under the E-CLIP. The program is one of the strategies under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which was created to synchronize government efforts against insurgency through Executive Order No. 70.
