In a push to operationalize the “Whole-of-Nation Approach” to end insurgency, the DILG Region 10 Field Office urges punong barangays in Misamis Occidental to make the government be felt at the community level through effective service delivery.
“Our barangay governments are with us because we want the government to be proximate; and our challenge to our Punong Barangays is to make the government be felt by ensuring that we will effectively deliver our services to the people,” said DILG R10 Regional Director Arnel M. Agabe during the recently concluded Ugnayan at Talakayan sa Barangay cum Enhancement Training on Barangay Anti-Drug Abuse Council, Peace and Order Council, and Executive Order (EO) 70 at Hotel Conchita, Cagayan de Oro City.
“We invited you to this activity because being considered as the ‘grassroots government’, you are the ones who directly provide services to our people, which makes the roles of our Punong Barangays critical in Ending the Local Communist Armed Conflict (ELCAC),” Agabe added.
DILG 10 recently issued a memorandum on the creation and functionality of a local task force to ELCAC down to the barangay level. This is to fast-track implementation in addressing the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats via EO 70.
“With EO 70 being a ‘Whole-of-Nation Approach’, we expect that it will not only be the national government’s concern, but rather a harmonized effort from all of us, especially that we were given up to year 2022 to attain our goal in ending insurgency,” RD Agabe added.
Out of the 12 clusters of EO 70, the DILG leads five clusters namely: Sectoral Unification, Local Government Empowerment, Basic Services, Localized Peace Engagement, and E-CLIP and Amnesty Program.
