The Municipality of Baliwag, Bulacan was hailed as the 2018 National Manila BAYani Awardee for the Municipal Category under the Environmental Compliance Audit (ECA) of the Manila Bay Clean-Up, Rehabilitation, and Preservation Program (MBCRPP).
Prior to the conduct of the National ECA, the Municipality of Baliwag got the 2018 Regional Manila BAYani Award-Top Performer under the same category.
The assessment covers a total of 178 Local Government Units in Regions III, IV-A, and National Capital Region (NCR).
The winners for the Regional and National ECA were determined based on the following criteria: existence of approved 10-Year Solid Waste Management Plan (SWMP); practice of segregation of wastes at source; practice of segregated collection of wastes; presence of Materials Recovery Facility (MRF) in the city/municipality and all its constituent barangays; disposal of residual wastes in approved disposal sites; and existence and formulation of no-littering and similar ordinances implemented from city/municipal to barangay levels.
Under the ECA, the winners at the regional level will be awarded plaques of recognition and a cash prize worth P200,000 which the LGUs may utilize for their environment-related projects.
The winners at the national level received the same with a cash prize worth P1-million.
The Manila BAYanihan Award is an incentive given to highly-compliant LGUs under the Environmental Compliance Audit (ECA), an annual assessment which aims to measure the level of compliance of LGUs to R.A. No. 9003 or the Ecological Solid Waste Management Act of 2000.
The ECA is under the MBCRPP, a program which aims to bring back the Manila Bay to its former glory through the implementation and monitoring of pertinent environmental laws and the following Outcome Areas: Liquid Waste Management, Solid Waste Management, Informal Settler Families, Biodiversity Management, and Institutional Arrangements.
